Audio-visual materials were received in fair to poor condition; some materials required conservation treatment prior to digitization and some were in too poor of condition to digitize. The audio cassettes vary in sound quality from good to poor. The sound and visual quality of the video recordings is to be detemined.

- History / Biography
- In 1986, the Island Lake Tribal Council (ILTC) carried out a two-part "Education Needs Assessment" to study the opinions and concerns of the Island Lake and Red Sucker Lake peoples related to the education system. The assessment was directed by Don Robertson (ILTC Director of Education), supervised by Victor Harper (Community Local Control Worker), and report researched and written by Connie Singleterry (Educator). Phase I resulted in areas of concern identified by the community members. Phase II gathered the advice of Elders about what should be taught as part of traditional education. The study showed that both parents and Elders wanted traditional learning to be part of the education system to ensure that they received the spiritual, physical, emotional and practical knowledge to succeed in secondary and post-secondary education, and live meaningful lives. In response to the study, a project emerged to address residents concerns and provide children and youth with the opportunity to benefit from both traditional/ancestral and western education systems.
In 1987, Bear Lake Stevenson River Project was established by community volunteers (Victor Harper, Emma Jane Harper, Connie Singleterry) and took it upon themselves to learn traditional approaches and methods of teaching. In the beginning, the volunteers lived with elders and families in fishing and trapping camps. Then the group constructed a log school named the “Wood School” on the trapline of Elder Martin Wood to serve as a classroom for traditional learning. Next, they organized annual
gatherings at traditional camping sites to discuss traditional learning and to identify its role in the education of children. From these efforts grew a regional education concept involving Wasagamack, St. Theresa Point and Garden Hill First Nations. Members of Red Sucker Lake later participated. Each
community used knowledge gained by the project in different ways.
Under the direction of an Elders Working Group, a locally and culturally-specific curriculum grounded in “pimitasiwin” (life) was generated. This core group of Elders included: Elders Martin and Ruth Wood, Johnny and Margaret Munroe, Jonah and Irene McDougall, Donald and Esther Harper, Matilda Harper, Abraham McPherson, and Charlie and Dinah Harper. Though the project remained separate from the public-school system, Elders provided learning experiences to children and youth. Some of
the knowledge transfer and skill building opportunities took place on the land; some of the teachings were converted into school curriculum. For example, Emma Harper, Language and Cultural Instructor at the George Knott School in Wasagmack First Nation created curriculum for her classroom along with Elders. The school children learned skills such as rabbit skinning, stew making and beadwork. Language learning was a key component of this curriculum with lessons taught in Ojibwe Cree.
The Bear Lake Stevenson River Project mission statement reads: “Education is the preparation and adaptation for a meaningful life in a changing world. In Island Lake, education must be rooted in the traditions and culture of the Native people. This means it must teach, respect and encompass our language, our history, our land and all our resources, including elders and nature. It must be holistic and realistic in that it related not only to academic development, but to our spiritual, emotional, psychological and physical growth. Education must address not only the needs of our young people, but it must be beneficial to the needs of our adults, our Elders and most of all, our generations yet unborn. To ensure the future of our ideal education, the direction must come from within our communities. This can only be achieved through commitment, flexibility of thinking, cooperation, energy, trust and responsibility (Island Lake Education Mission Statement, c.1987).”
As of April 2020, Emma Jane Harper and Connie Singleterry are the sole surviving members of the Bear Lake Stevenson River Project. Emma continues to teach language and culture to students at the George Knott School. In January 2018, Victor Harper, the key proponent of the elders gatherings and advocate for a locally based education, passed away. All members of the original Elders group have also passed away. However, growing interest in language learning and traditional practices has meant that there is a continuation of some efforts to continue the work of the project. Local efforts aimed at obtaining a community-controlled education for Island Lake residents remain important to the community and surviving project members.
Since the beginning of the project, volunteers have documented their work. In 2015, Victor Harper reached out to Lynn Fernandez of the Canadian Center for Policy Alternatives and the Manitoba Research Alliance (MRA) for funding support to preserve the collections. Fernandez introduced Harper to Sarah Story, Archivist and Oral Historian. Together, Harper and Story obtained a grant from the MRA to digitize the sound recordings of the project. Story worked closely with Victor and Emma Harper and their son Zacheus Harper to preserve the documentation. The aim is to ensure that present and future generations of Island Lake residents have access to records of the project. Of particular importance is access for First Nations educators in Island Lakes, as well as those whose ancestors stories or experiences were documented as part of the project. This work is ongoing until that result has been achieved.

- The cassettes and some textual materials were conveyed to Sarah Story (Archivist and Oral Historian) by Victor Harper of Wasagamack First Nation in 2015. Story stored these cassettes at the University of Manitoba Archives and Special Collections in 2015-2016 prior to transferring them to the University of Winnipeg Oral History Centre (UWOHC) where she digitized the audio cassettes with a grant obtained from the Manitoba Research Alliance (MRA). The cassettes and digitized versions were stored at the UWOHC until their final transfer to the Société historique de Saint-Boniface in December 2020 for long-term archival preservation, stewardship and access. Other materials, such as video cassettes and textual records, were also given to Story by Victor and Emma Harper between 2018 and 2020. These materials were transferred to the Société by Sarah Story in December 2020 along with the rest of the documentation and digital objects created as a result of the efforts of the archival project. Harper and Story worked with Gilles Le Sage and Julie Reid to create a new stewardship agreement that would ensure the community rights to own, control, access and possess their own materials is respected.
