- Government have shown desire to reconciliate Sitting Bull; if efforts to pacify Teton have not been successful it is due to underworking influence of Canadian Mounted polic; Police pretend their policy is above American Indian policy; American commissioners are well received on other side of boundary but Police revive hostile dispositions of Sioux against Americans; when Bishop Martin came to speak to Sioux Major Walsh seemed polite but was working against him; that officer uses Teton to exaggerate his personal usefulness in North West; such influences explain obstinacy of Teton.
