- ... In the autumn of 1872 he left Ft. Garry for Ottawa; he left saying he would certainly not return if he did not obtain the amnesty and if he could not succeed in recovering the finances of Manitoba that the federal Government had lost in not separating its accounts and expenses from those of the province; Ottawa preferred to accept Archibald's resignation and he was poweless in having the amnesty proclaimed and preventing the government from disposing of the revenue of the province as it like; that would not have happened if Manitoba had had responsible government to guard the interest of the people and to advise Archibald according to all the guarantes of public liberty consecrated by the Manitoba Act; the authorities wished to replace Archibald with Morris; Morris accepted; he stated not by proclamation but in simple conversations that he did not wish to govern as his predecessor, that he wished to restrain himself to his constitutional position; and he who was to see the federal laws respected, he who seemed to wish to establish the constitution allowed the Manitoba Act to become a dead letter in regard to responsible government; he left his executive without a constitutional first minister; ministers were not re-elected by their constituencies; ministers were irresponsible; Morris finished by throwing Manitoba into debt and into an adminstration totally unjust; Morris pretended to conduct himself as a constitutional governor; actually he is what Archibald was, his own first minister.
